Except for running areas, for exercise, or "timed" outdoor activities, which I believe both dogs and cats enjoy, it seems both cruel and counterproductive to force a pet to live outside. At the very least, if you live on the farm, or some other free range, give your pets the option to come in when they want. Or fix up a protected, heated area in the barn with a pet door...you get the picture. What Dr. Fetko says, above, is the truth.
